How do I change ! commands to not be sent publicly. Everytime I use !login XXX other people can see the password i set

Are you refering him to the ability to load modules in place of bots, or the ability to filter all chats starting with ! to goto only subspace clients.

I was thinking more about the earlier versions of Asss where ! was the same as ? and * (also |, but it seems to be removed now).

You could add support for not forwarding all chat messages containing ! except to the bot (or maybe all sysops).
