Server Help

ok i have the ships.bm2 file in my folder thing where it is supose to go... my one file say
Outfile=Ships.lvz
File=Ships.bm2
and my server.cfg has
[Misc]
LevelFiles=cwzctf.lvz
but its not working... why????? and how can i fix it??
