Okay, I set up my linksys router to allow the connection. I disabled all firewalls including the given XP one. I connected to the zone a few times before. After a while, everytime i download it, it gives me a different IP address than I put in my server.ini . I know i didn't type anything wrong it, but I do not know what is going on.

The IP address field in server.ini is for use with *einfo to detect proxies or something. You can probably use whatismyip.com to set it.
If you are downloading the zone from the list on the same computer/network as the server, then you'll have to quit ctm and edit zone.dat to the server's local IP, or use the add custom button (otherwise it will appear red).
