i saw a guy post it so what is it, is it hosting?

A biller is a place where the Scores and Aliases are stored. The default biller included with the server.zip eats up 100% CPU, so many people that own zones decide to use a different biller (Either Catid's or edited ones). Some people find it necessary to unify a biller, thus they provide hosting to not only there network, but anyone else (myself included). These people will often do anything to help unify a biller so that there is a limited portion of spare billers.

Yes, use SSBilling2. It has more features than subbill and is more secure.

Incase of any confusion - I'm NOT using the regular Subbill. The public biller is Catid's SSBilling2.
