i went to ss downloads, i downloaded some tile editing thing, and it says 'facts' and someother stuff, i double click it, and im missing something 'COMDLG32.OCX', i went to see if i can download that, and of course, no theres no such file, wtf do i do

Go to microsoft.com. I am sure you'll find some Run-Time-Library package that contains this.

just open the .lvl file in paint and change it, save the image as a PNG, open the map in clit and import tileset
