In order for the public to join your zone, you need to forward your ports for them to access it.

If you do have a router, read the manual or search these forums for some router help.

Forwarding ports would be the next step, to make the server public.
First make sure you can enter the zone by adding it as custom.

Add a costum zone in Continuum (go to "Zones" -> "Add Custom...").
The name you give to it doesn't matter, put "127.0.0.1" as the IP address, and the port number as the port the server runs on: 1000.

Quoted from this thread.

So, try to add and enter this custom zone first.

Then start trying to forward connections on your router.
Forwarding could be described as "bringing connections to another computer", in case of a router this would mean the router would "forward" the connection to a computer behind the router.

When ports are not forwarded to the destination computer, the packets cannot go through the router, so players can't join the server.

The port your server runs on + 1 have to be forwarded using the UDP protocol. In case you have a router, read its documentation on how to forward ports, or check the web interface (if it has one) for configuration.

Also, if you're behind a firewall of any kind you will need to set it up so it allows connections to those ports, too.
