Server Help

The billing section of the global.conf.... is this where th ip address of the Billing server, and password goes???? Or is this the name of my server. I already have a bindaddress= in there with my ip and the zone is working when I add it custom....... Trying to get my server out there tho so people can connect without adding it manually
