So how can I make *zone work for regular mods..?

You can't unless you use a bot... I believe MERVBot's lvl2 access allows the operators to use !zone instead of the server's *zone.

My Generalbot plugin gives this ability to Limited operators (for ERs) and above. The *zone functionality was the first reason why this plugin was created.
Because you can do additional checking with !advert, I suggest you use this bot
