what affects the speed of afterburners?

i want only certain ships to have afterburners working

When you use afterburners, it temporarly sets the ship's speed and thrusters to the Maximum setting. So for zone like Trench Wars, in which you cannot green those upgrades, afterburners are useful. In some other zones, they have the maximum settings lower than the initial value, so afterburners can be used to slow you down and/or stop you.

The ships you don't want to have afterburners, you can either set the maximum value equal to the initial value, or you can set the energy required to be so high, that they cannot use shift. The first method is better than the second.
