Ok im NOT under a router before you ask that lol. im not sure what to do, anyone suggest something?

Try this:

Copy your server.ini file to your desktop. Then, edit the file so that the few passwords in there are removed. Zip the file up, and attach it to your next post for review.

To prevent multiple instances of the same zone name being listed on the directory by diferent hosts. That way you cant clone SSCX Extreme Games at your house (Even though the SCX prefix is a reserved prefix)

sure you don't have a firewall or some router oddness?

XP has a built-in firewall on by default I think

the xp-firewall breaks everything...
you turn it on and it blocks almost everything, and you cant configure it... all you can do is turn it off again...

I bet it's not getting past connecting to the biller:
In [Billing]:
1) IP=localhost
2) Password should be something.
