Server Help

I'm pretty sure i've got everything done to setup my server but here is my problem.
My two windows open fine, and billing gets connected. I go to the server list and my server is there. I add it to my list and it's green. But when I try to enter it just does nothing and eventually says it can't connect. That's when my server in the list turns red. I do have a builtin firewall on my router, and i opened up the one port that's in the settings, do i have to open more or are my server settings out of whack?

Server port +1 too.
If you have a router, you will have to manually change the zone.dat to your local IP, to connect locally.
Also, if you want to connect locally, make sure that in server.ini under [Billing] IP=localhost

Now the zone says there is a player in it when there isn't, i get as far as it asking if i want to let this zone view my pw, and then I still can't get in. :/
Any more ideas?

Server port and billing port may not be the same. Change them.

Each firewall is different, I had to type in the IP of my router to access my IP forwarding to open ports.

yes, i knew this.
i type in the router-ip,enter name+password then i get a menu.
but there arent really any options, just informations.is there any other way to change router-settings?
