i moved into my new house and i dont know why but webpages backrounds dont load up at all they stay white

ex: on Catids site its suposed to be black backround with ship warbird but when i go on it its white backround...

cant attach file too big..

Edit: 1 more example with mgb forums: the messages dont have that msn style box around them add me in msn messanger hellzlaker@hotmail.com and ill send u some of my screen shots.

1 more problem..

when i go on www.freeservers.com and click on free howsting this page comes up:http://signup.freeservers.com/cgi-bin/path/signup

when i choose a domain name and click sign up it shows this page:http://signup.freeservers.com/cgi-bin/path/signup

then i click on free hosting and sign up it brings me back to this page:http://signup.freeservers.com/cgi-bin/path/signup

this circle keeps on going for ever..

Beats me.
Either for some reason your settings are blocking the loadup of BGs, a perverted 3rd party program is responsible, or your IE is corrupted.
I was never big on windows problems...try reinstalling IE, maybe try the new IE7 beta, see if that works.
