Tell a sysop to do "?set Message:AllowAudioMessages=1".

So, you want to create a new %2 sound effect in the zone you are a moderator? Send the file to the zone sysop and request them to add it as a new bong sound.

Or do you want to be able to use Continuum's send audio to send it to specific players? If so, you have to reduce the audio size to under 32kb and setup it in Continuum's menus. Then in game, you just use the hot key to send it to a ticked user.
