I am a teenager and i have a server that is ran by apache. when people go to my web site how do i make it show up first? And can i make a password place that only people with the password can get in a section of my web site?

Yes to both, but this is not the correct forum for them. Look at www.apache.org for links to CORRECT forums for your question.
