Is there a map maker that will let you import bmps files to use as a quide?

no, but you can use FACTS to generate a 1024 x 1024 bmp of a .lvl file and then open that up in an imaging program (photoshop, etc) to use as a guide (and later revert the modified bmp back to lvl)

There is a beta version of one in the Misc App section but its pretty limited as to what it can do right now. I didnt care for it as for a flaw in it where it requires so many pictures to be present to open and it makes like 100 of them on the screen with it... But then again its still BETA so its not considered to be ready for release.
