Server Help

For some reason when I limit a mod to just pub it dont work.

In moderator.txt I put in

moderators name
moderators name:@

They have mod powers in sub arenas and not pub... I'm trying to restrict them to just pub for right now and from what i read in the the txt file that should work. ????

and according to my server.zip, it is moderate.txt.
