Try reading the documentation on ?setcm.

I have an untested merv plugin that does a permanent shutup for people if you use !add <name>, take them off with !remove <name> but I don't know if it actually works.

But also since this is an AS3 board, as Grel said ?setcm will let you silence a player for a time limit
