Okay.... I have my delay set for my bombs, because I dont want someone to be able to shoot bomb after bomb, however, I do want someone to shoot bullets right after they shoot a bomb if they have enough energy. How can I do this? I know in Extreme Games you can with certain ships, I just don't know how to set it.

I think you have to give these ships emp bombs...

hrmmm, been a while - I think you do have to use EMP

BUT...if you happen to want the bombs to not behave like EMP, you can set Bomb:EBombShutdownTime=0

this will, of course, make it so no bombs in the arena will be EMP (can change the empburst.bm2 to complete the illusion)
