Okay, I got a problem with the program: FACTS. It lets me create a blank tileset but it won't let me make my own graphics.
like say I wanted the flags to change from blue/yellow to green/red

FACTS does not handle that
you have to get the flags.xxx image onto your server by simple means or lvztoolkit.zip
post again if you don't know how (or cannot figure out by the Example.ini that comes with lvztoolkit.zip or shanky.com/server site FAQ)
here's a green/red flag image...

| Okay, so how do I get it so that it will operate with only 1 arena?

let's see, you should probably just extract lvztoolkit.zip
open up notepad
type in...
| Quote: | outfile=nameofyourchoice.lvz
file=flag.png |
save that as nameofyourchoice.ini and make sure it is in the same directory as flag.png
run 'buildlevel.exe' (came with lvztoolkit.zip) - when it opens a browse for file window, select the .ini file you just created
should create a file nameofyourchoice.lvz in the same directory as the .ini and flag.png
upload nameofyourchoice.lvz to your server (if it's your server - just put it in the server folder, if not you need sysop, just use "*putfile nameofyourchoice.lvz")
now you set (or add entirely) "misc:levelfiles=nameofyourchoice.lvz" in the .cfg file of the arena you choose
any trouble, post again

Okay, the lvz file I made is called: gfxshpflg.lvz
In-Game I signed in as sysop and typed in: ?set misc:levelfiles=gfxshpflg.lvz and nothing happened, so how would i hook it up to the server?
NOTE: I did send the .lvz and .ini files to the server.

you just have to send the .lvz file
set the setting then re-enter the arena
