So, I just reinstalled Windows Vista 32 on my laptop, and when the charger is not plugged in, the touchpad works just fine, but once I plug in the charger, the touchpad starts to go haywire.

Any ideas?

You have grounding issues. Check to see that there isn't exposed wire or metal that shouldn't be, or you maybe setting your laptop or charger on metal surfaces.
