anyone know of a plugin foro photoshop that allows me to make guidelines in vertical and horizontal increments of a given number of pixels? (its kinda like making a grid)

You can make a picture of the correct width/height, then put a line down the right hand edge and along the bottom. Then when you use the 'flood fill' tool, select this picture as the texture, it should then get repeated across the canvas.
Alternatively you can adjust the grid spacing, switch on grid view and take a screen shot.

Here are some pictures that might help. This one is just the grid switched on, I took a screenshot.
These two are creating a texture, and then using the fill tool with the texture.
This was in PSP7, so your buttons and stuff will look different.
