How do I get my asss test zone connected to the a player database? Or a subbill?

That message occurs for all zones, non-SSC biller connected. It only goes away if you're hosted on an approved SSC host.

Talk to your zone host about it. If you don't have a zone host, then you can't connect to the SSC biller.
Chances are they'll tell you that you need a steady population of 15-20 a night over the course of several weeks.
