NOTE: I'm posting a duplicate of one of my other replies only because this is a related thread.
Want to host a zone yourself? Check out my thread at http://forums.minegoboom.com/viewtopic.php?t=7175&highlight= to download and install the all-in-one Server Kit, preconfigured and ready to go on demand. As soon as it is installed, you can run either the Bot, Biller, Directory, or Zone without any problems. From there you can start playing around with its configurations.
So if you made a terrible mistake in your configurations and cannot get your server componant back up, you can open the installer file in WinRAR and extract the configuration files (usually in *.ini format) to restore the installation to default settings.

Ok That helped. It's now on my list with 10-20 ping. When I try to connect to it though the Subgame2 DOS screen stats 'Client connection request from billing server ignored' and I just spend forever at the entering screen without ever actually entering the zone. What causes this?

You need to change the Billing:IP in server.ini to localhost instead of 127.0.0.1.

The server for me is up and shows 10-20 ping. I can connect/alter/edit the files for it but when a friend tries to connect it shows up green for a moment then red and says he cannot connect. His internet is up and the server is up. What could this be?

Probably a router in your house is hiding your server. You need to "open the ports". Basically you need to login to your router (usually via a web browser), forward the server port (say 5000) and the next port (5001) to the LAN IP your server is running on. Also if your router gives you the option select the "UDP" protocol. Have a look at portforward.com for guides.
