Yes, they are both free. However, I like phpBB for its support.

From what I've seen, Invision is more actively developed... Mostly because they are making money from it (by selling commercial licenses and tech support and other things), so they can afford to spend all their time working on it. So far it's led to a really nice, mature piece of software, and it's only at 1.x.
