I have heard that now the GHz dosn't really matter anymore, and its overclocakble anyways, just was wondering how much can I overcloack my intel core to, and if this is a good configuration for Vista, and still have decent speed, thanks.

The Core 2 Duos can be overclocked... by a lot. They run cooler than most processors. If you want more than that, you'll have to go to HardForum(google it, I can't remember URL). They have some pretty good overclocking guides. Anyway, between a Core 2 Duo and 1-2 GB RAM, after you throw in a video-card, case, monitor, keyboard, and mouse, you'll probably go over 1000 dollars. I could probably build that for under 1000$, but I would get incredibly cheap stuff(crappy video-card, re-use monitor/mouse/keyboards). I think you're going to have to re-think either your build or your price limit.
