Since your zone is on subbill, it's easy to steal names.

Yeah, you can also sign in as a staff member if your name is not on the sysop.txt, ect.

Oh, well, when I used subbill, I had people signing into sysop in my zone, and I was the only one on the sysop.txt

You have to set Validation:CheckSysop=1 in server.ini, that controls whether sysop.txt is checked or not before granting powers.
