Because 127.0.0.1 is invalid for local loopback, you have to use "localhost".
I hope your billing server is actually running on port 185 (it probably is, because if it wasn't you probably would've got another error), if not, make it so.

Do i have to set the billing port to the same value as the port i used in other things? or do i have to leave it 185? and localhost means putting your own local IP there or just typ localhost?

Norton does have firewall software, but Norton antivirus is not a firewall.
Norton Firewall and Internet security is/has a firewall.
I'm not sure what's included in Systemworks, but I'm sure Norton Antivirus is not a firewalll.
I think I said clearly enough that you should leave the billing port at 185.
As for the localhost question, look at what I quoted.
Just type localhost, yes.

Still doesnt work
i tried to add my zone custom like you said in some posts earlier... still subgame2 says its connected and continuum says its offline... can it have something to do that i run continuum0.39 beta version?
