Quick question: Will SetFreq crash the server if it sets a player to a freq that is already full? In other words, would it be bad to randomly SetFreq players in an arena without first checking freq size?

I'm 98.435% sure that it's fine.
I can't check, but the way the freq managers work shouldn't interfere with manually set players.
If you're looking to disect the code yourself, the file you're looking for is fm_normal.c.

I, too, am almost completely sure that moving people around behind the freq manager's back is safe. The freq manager (the ones I wrote, at least), will just deal with it the best it can.
