Providing more information about your settings/problem could make it easier for others to help solving your problems.
You might have a mistake in your configuration files, using the search feature would've brought you to the solution since others have had this problem too.
Read this thread, you will find out Billing:IP has to be set to "localhost" instead of "127.0.0.1" (in server.ini).
If that doesn't work, please provide more information and/or post your INI files.
