is it possible for asss to read tiles as different types?

example:I want more fly under tiles, so I reassign standard tiles to fly under

The server has no control over that, I'm sorry. The client renders that locally, and it is very unlikely that Priit would add this feature in. Though about a year and a half ago, he did hint at wanting to make a new level format completely, but that never happened, and won't.

you could use lvzs ontop of flyover tiles to create the illusion of more different flyover tiles

a flyover tile and a lvz image of 16 x 16 pixels on the layer 'aftertiles' (I think) is the same thing - there's no point in using both

The real tile appears on radar. So you might want a completely transparent fly over to place the lvz ontop of.
