Actually, it was. Antiwarp at some point in time actually effected spec's ability to change freq. That bug was fixed during the alpha stages of Continuum though.
Shouldn't be a hard function to create, as all it needs to do is check the distance between all players and your location, and anyone inside the antiwarp radius and has anti on is effecting you.

I remember a zone called Ultimate Farscape in which you could see in the radar if you're in a place where anti is on or not.
I think you could see it too when you were in spec.

like a little lvz indicator? I think that takes away some of the beauty of antiwarp, because you don't know its there until you try to warp.
edit: fixed, antiwarp is what I meant...
