Lets see, if every new user posted a "Hello, I'm new" thread, and on average, atleast 5 users responded to it, that would create 427 threads and 2135 posts. That floods the forums with many useless posts, thus causing a slight slowdown for other users, and also decreases the number of visible useful posts.
Why oh why do people do such things? Its fine in a real-time environment, because it doesn't take away things, as the "hello" comment is a good way to meet new people, but for places like forums and such, in which the universal goal is to answer other's questions, it just creates useless drama, which usually revolves around a smart-ass making a smart-ass reply to the original topic of the thread.
I understand so well why large forums, in which you may actually pay to become a member of, ban users on sight for "Hello" posts. But I don't do such things here, as I attempt to keep it as free of moderation as possible.
