Its says kickout delay exeeded but I didn't mess with any of the settings for that. And it always worked and let people in until now. I had 30 people on then when I shut down the server and put it back up later that day it wouldn't let anyone in.

"kickout delay exeeded" means that the player simply lagged out.
Check our internet connection, maybe it isnt fast enough for 30ppl.
