Subgame Unwanted Fake Playercount glitch

What I have noticed between BlueT Jackpot SVS and BlueT Dragonball Z (Dragonball Z having a greater effect) is that over time Subgame increments the total player count in the zone by 1 and stays that way. Is this an Offline Mode glitch/bug? I have checked the server.ini, and they're pretty near defaults, so I am thinking that there may be something in the server.cfg? I do not notice this problem with another zone server.ini/server.cfg that I have though (same situation -- offline mode).
