Ok, I have this bot that connects to a MySQL database on 17thparallel.com, I checked through cPanel and the database exists, the user the bot uses to connect exists, I verified the password, the user has all the rights to the database, the table exists as well. In the 'Remote MySQL' settings in cPanel, I also added my IP (even tried putting % so any IP could connect remotely)
I also opened port 3306 on my firewall.

But the plugin still won't connect, the connection times out with a 10060 error.

Is there anything else I should check??

The plugin is rumble4, it was made by Explody Thingy, I believe.

What is the error description ?

You should try connecting a MySQL client (Like SQLYog Community Ed.) to the database instead of the Mervbot so you know if it's the database or the mervbot that's having problems.

The bot says something like "could not connect to the database: 10060"
It seems to be a timeout error cause it takes it 10-15 seconds before triggering the error

Good idea about the client... i'll try that
