Where can I find a plugin where i can type player bot commands including .staff, or .rank in elim in the public chat instead of pming/in spec chat.

It's not a plugin, it's a MERVBot.ini option. Set "DisablePubCommands=0".

I find allowing public commands really obnoxious, though.
