Is it possible to set a timer for modules to attach to specific arenas, when opening a new public arena the server goes into a freeze type state, in which all players are either specced or d/ced. Yet this problem only happens when new public arenas are opened. Possibly from the long list of attached modules.

Wtf? Your first sentence starts as a question, and ends as a declaration. I'm not really sure what you're trying to say, but I bet you messed up when loading the modules for multiple public arenas. Well, I think that's ran by a module. ap_multipub, if I remember correctly? Anyway, give us your conf files, so we can tell you if you've messed something up.
