I seem to remember someone talking about binary diff/patch stuff on here a little while ago, but I can't find it now. Subversion uses its own internal method for it, try looking through their source for that. Do you plan on using this for personal reasons (rdiff/rsync might work) or for patching software, such that normal users can use an installer type system to upgrade their software from version 2.9a to 2.9b? |

The latter. It's actually for someone else, but we may have found a different solution, so I think it's OK.
