There's some documentation on it in the wiki Wiki:Server Setup.

Section 4.2 of the userguide has some info too.

Yes I know that but I want to create a ER for all sub arenas without phyiscally haiving to type in
basketball:_YOURNAME_ = ER

that would be a pain for many arenas; so what would I do to assign them to only all sub's?

This probably isn't the best way, but you could make your own custom commands for an ER group. Like make an ER module. Have commands like ?advert and what not. Then just make if statements in there. So if the ER is in public they have no power, and you can restrict them to only certain commands.

Try making them ER globally, then make them default (or default with mod chat) in the arenas you don't want them to have powers.

Does [(public)] work as a group heading in staff.conf?
