If it's bad enough sysops can see red Timer Sync Errors. One may occasionally come up, it's not speed hacking unless you see continous multiple red messages. Usually only a second apart. Another way of knowing is checking their c2s and s2c. Usually with speed hacking these values go up. I've seen them at 5.5% to 8.9% jumping up and down.
Another way is to ask if they know of any good speed hacking programs, if they tell you to use the one they are using, they just confessed. Example :
