I want to enable ?scorereset ONLY IN PUBLIC, not in the entire zone, I know you can do that for the entire zone on server.ini but is there a way to enable scorereset on in public but not in anyother arena?

thats how you do it... the setting that is 'for the entire zone' as you say, enables / disables ?scorereset in subarenas, not in pub ... I think at least.. but I'm 100% sure it is done in server.ini, so it must be it

I just want my public arenae to scorerset but not the subs

... just checked server.ini... and I would suggest you to read it properly next time:

[Misc]
........
AllowPubScorereset=0
AllowPvtScorereset=0
//If 1, ?scorereset will reset player's score

so you'd need:
AllowPUBScorereset= take a guess
AllowPVTScorereset= private as in any other subarena... so take another guess

disable scorereset zone-wide and use a bot.

no... what server.ini means by 'PVT' is any arena that isnt pub
and 'PUB' means Public(#) arenas... so what I said above works fine.. thats how I set my dev zone to, and i'm 100% sure thats what most zones are set to.
