To make the flag drop in the exact place when the timer is up make it this.
Note: This might have some error, but I can't see the warning it provides. If something goes wrong, change it to 2.
I don't really understand what your saying about neuted flags being dropped where they are neuting, but if your talking about making flags spawn where they are located on where you placed a flag tile on the map (.lvl), make it like this.

when a player that has flags and the flag timer runs out the flags are dropes and owned but apear around the center like at the start of a flag game but i want them to apear where the player drops them. |

You can't do that in a base like game. If you want them to be like how you say, make flagmode=0, but it's not a game and you will only get points if your holding them, they will only be dropped if the player re spawns, and there will be no game reset. Your timer will still go off and your prize will be rewarded, but the player will not drop them when it goes off.
The reason why your flags are going back to the start, is because the game has been won. If you are holding the flags (not all of them are owned by your freq), and you drop them, they will be like what you say. If you drop them (all of the flags are owned by your freq), the game is restarted. |

but not all of them are owned by 1 feq and when they are droped insted of droping like in extreemgames style the are droped kile a teem kill in there |
