I have finally managed to get the ASSS server up for N.E.X. WarGames i thought i would write a few of the problems i encountered and how i solved them as it took hours of tralling the wweba dn forums to find a solution... sorry if anything hear is useless or makes me sound dumb, i'm just trying to help
Zone billing (SSBilling2)
Took a while but managed it, have to make sure it is set to the right port (185 by default i believe) in [Billing] section of global.conf. Ensure you have the Lines ScoreID=9956 (Or what you want the ID to be on biller, not the same as any other zones you host) and ServerID=9956 (I had them the same to stop confusion. Also it seems it works in perfect harmony on the biller with my other zone which runs Subgame. I blanked out the mysql area also.
Getting it up (No pun intended)
I *was* beggining to think performance medication was neccessary but after some effort and concentration i got it up, if you are using a prefix (Mine is currently N.E.X.) and more than one zone uses that prefix ensure that the line Password=9956 is present under [Directory] or whatever the prefix password is, if you are running Subgame and ASSS then check the server.ini from Subgame and verify the password, also add Port=4991 in [Directory].
Under [Listening Port] Ensure your port number is not the same as any other zones that you maybe hosting and is not in use by another program (Higher than 3000 should OK... ). Fill in the other area as they are more obvious...
Next open modules.conf, as i am using SSBilling too i enabled both billing and billing_ssc under security, to enable remove the ; semi-colon from the start of the line, also enable Directory under Security to get it listed on the zone listings.
Next ensure that all your .lvz and .lvl files are in the maps folder in asss and edit your arena.conf file, if you are using subgame you can convert your .cfg to a .conf and use the .cfg in asss using a tool, it is recommended you get CLIT also as it supports ASSS regions and allows you to easily use functions such as antiwarp and autowarp.
Now that you have done all of this load up your biller (If you have one, otherwise you can get one here) and then load up your asss.bat file and all being well, it should connect to the biller and the biller should say Docking Granted(9956) or whatever the ServerID was, if there is an invalid login on your biller please check the password in the global.conf for billing, ensure it is the same as in subbill.ini, if it does not connect at all, check the port number in global.conf is the same as in subbil.ini, Now try to login to your zone using the directory servers, if all the information has been entered you should login and download all your files. Level blank? Ensure your arena.conf in the arenas folder is set-up to point to your .lvl and .lvz. You can edit the settings ingame using esc+c or using the ?help : and ?quickfix : (E.G. ?help brick:brickmode) But beware that you don't make a wrong setting and always back-up your server before you make any major changes! I broke mine twice before i realised what it was that went wrong!
Hopefully to some of you this has been helpful, please correct me if anything here is wrong or if i forgotten anything.

Update: Also, if your connecting to your zone on your home network it's worth using either 127.0.0.1 in the 'add custom' IP, if you still can't connect find the IP of the host machine locally, usually 192.168.0.1 or 192.168.0.2 to find it click Start>Run>cmd then type ipconfig in the command prompt.

Fill in the other area as they are more obvious... | They are two separate sentences but it got me confused at first. Maybe reword the second to say something like "Under [Listen] ensure...".

So maybe change that to "add your zone using the Add Custom button with IP 127.0.0.1".
