Okay, you need to make a .LVZ file containing the following images:
bg01.bm2
bg02.bm2
bg03.bm2
bg04.bm2
bg05.bm2
bg06.bm2
bg07.bm2
bg08.bm2
bg09.bm2
bg10.bm2
bg11.bm2
bg12.bm2
bg13.bm2
bg14.bm2
These images should be 1x1 pixel(s) large. And that little space it has should have a black dot on it.
Upload it and you're done.

Instead of forcing this upon all users, why not just disable it locally on your own client?

Makes a great enter message. "Please disable your backgrounds, because no one on MGB's forum uploaded a no-stars lvz and we couldn't figure buildlevel out"
Isn't it possible that he want it for a zone?
