What the heck is BanG? Do i need it to ban people? because i used !kill, and it is only temporary. My zone is chaos when i put it up, because the same idiot keeps comming back!

Son, you need to be connected to the SSC biller inorder to have access to BanG.
You'll have to use a more capable biller software inorder to have better banning system.
The only other publicly available one which I know of be catid's SSBiller2.

If you have BanG (and in a zone on the SSC network) all bang commands can be found at http://www.shanky.com/server/commands.html

Well, he's probably using the biller that came with server.ini.

I haven't messed with that in a long time, so I have no idea.
