Makelevel != Buildlevel?

Makelevel and Buildlevel are not the same right? Or are they?
I know how to make lvz's with buildlevel.exe that came with lvztoolkit but where might I find MAKELEVEL.exe? If they are the same, shanky.com/server should state so.

MakeLevel is an older version of buildlevel without a windows file selector (you have to type in the name of the file into the dos prompt rather than just selecting it). It's also outdated; use BuildLevel or (shameless ad) X-LvzToolkit.

makelevel is not an older version of buildlevel

the current buildlevel, however, utilizes the good points of makelevel, so makelevel is deprecated
