I don't think there has ever been an editor for palm os, and chances of one being made for the version of the game as we know it are unlikely.
Having to convert between two file formats just to store it on a palm's memory also adds to the difficulty of it all. |

With FACTs, you can convert between LVL and BMP, so you could use any image editor to design the wall layouts, save as an image, then convert to LVL. You can then tile it later, or if you are good, use the auto-tiling features to lay out patterns. |
