Well, any number of things could be .. and this isn't exactly the right forum for the topic, but anyway...
Here are some things you will want to do that are not in shanky's help file:
If you are running subbill and subgame2 on the same machine, change Billing:IP to 'localhost' in server.ini
Try and connect to your zone manually: open continuum, go to zones, click 'Add Custom', enter 127.0.0.1 for the IP address and whatever port you entered in server.ini for the port. Make a name like "Local <zone name>" or whatever. Try and connect to that and see if it works.
If that works, but you still can't connect to your zone normally, then you have a problem with the ports on your computer. Assuming windows xp with a broadband connection, since you didn't say a whole heck of a lot, open the connection properties, go to the advanced tab, then windows firewall settings. In the "Exceptions" tab, go to "Add Port", put subgame2 or your zone name or something for the name, your outgoing port number for the port, and make sure you change the type to UDP. If that still doesn't work, or if you have a router you need to open up, then come back with a little more helpful information on your situation.
