Server Help

I've seen another thread like this, i'm having the same problem where unknown packet type 36 appears, but I don't understand how to fix it. Here's my Subbill and Server.ini things:

Subbill:
[Misc]
AllowNewUsers=1
SysopPassword=kamikaze
BillingPassword=1234
MaxQueueForLogin=50
LowPriority=0
KickOutDelay=24000
Port=12000

Server:
[Billing]
LogMessages=0
IP=localhost
Password=1234
ServerName=Testing.
Port=12000
ServerId=12000
//Make the same as in [Misc] Port=
GroupId=1
ScoreId=1000
ReconnectTime=12000
AttemptTime=6400

[Misc]
Port=12000
ServerIP=127.0.0.1

Packet 36 is a Cont packet. Are you using the latest subgame?

Subgame / biller ports need to be different from eachother.

Server (Misc) and biller port cannot be the same.
