okay so i used CS edit by dr.robotnik
in the description for xradarstatus it said
0 = none 1= yes 2=yes/start with

but when i used 1, the ships always start with xradar

another unrelated question is
do i need a bot to give players starting sharpnels or is there a way in settings to do it?

You probably have an initial bounty, and the chance of 'greening' X-Radar is high enough that with the initial bounty, your chances of greening X-Radar is very high.

As for shrapnel, the only way to get it to people initially is to have high enough starting bounty with a high enough chance of greening shrapnel. If your zone doesn't do much with greens, high-enough maybe something like 10 bounty.

the only greens prizeweight is engine shutdown.....
everything else is 0
but all ships that has "1" on xradarstatus is still guaranteed to start with xradar

btw i figure out how to get starting sharpnels...for some reason u have to put a number in sharpnelrate (cs edit description is the amount u get per green sharpnel prize) which probably has to do with what yer saying but...its still weird

Set the number in shrapnel rate to be the same as the max value, and set the prizeweight of shrapnel to a non-zero value.

As you cannot green engine shutdown for your starting bounty, Continuum selects from the default green list since it cannot get anything else.
